The ogres having a hodgepodge navy of multiple species and varieties of mercenary ships would be viable, and if any ogre ships exist in lore then they could be included.
Wood elves, beastmen, lizardmen, skaven, ALL 4 chaos gods, greenskins, chaos dwarfs, tomb kings, empire, ogre kingdoms (they live banished in the mountains cause they.. ate people) don't really have that naval vibe.
Introducing a standard fleet to all factions, opens up another beehive of problems. We need different naval units for different lords, to match a "lore".
I think for better or worse its good that the naval focused factions are represented in battle, Dark Elves are the best example of this, High Elves could mabey.. use some love on that front or get bonuses to sail speed or w/e. Norsca needs something 100%, dont know what but they need it, insane raiding and smashing harbor settlements mechanic in one turn idk, for them to be fun.
Man, What id pay to get some empire/napoleon style naval battles with all the wacky warhammer faction ships.

I think they just got lazy, Thrones of Britannia, Three Kingdoms, Troy, Pharoahs(?), and the Warhammer trilogy all have no naval combat and navies.
Especially for Warhammer since it would be very interesting since many navies will use any type of ship, capturing norsican longships in battle and using them in following battles with my own crews for support vessels would be fun, no need to worry about the wind if I can pin a ship and have a bigger one come up and assist, plus they could implement shallow water mechanics for costal battles where some ships can get closer to shore than others, it would add a fantastic new level of strategy.
Plus hybrid battles with land armies, those would be so fun, especially if a reef or something was nearby.

Their ships just bug me so much, especially for someone like Rakkarth with all of his beasties.
