They did not. They posted a teaser showing the tool model spinning before Greenwash Gambit was released, I recreated the model 1 for 1 and I guessed at the functionality of it. This totaled to about 4 hours of work from the teaser being released and this mod being published. I do not claim credit once so ever for the what came of the Foamgun in the DLC, this was a silly post and a personal challenge to myself; I disagree with the notion that Tuxedo Labs took any inspiration from this mod, they most likely had the tool already made at the time of the teaser and I got a lucky guess.
