Report a translation problem
It says "default ragdoll health is 400", so just set it to 100 and then every npc will have 100 health which probably still sucks because now a armored combine and a regular human now have the same health but it is still a work around until its actually fixed.
For some reason, the ragdoll health was accidentally switched to actual npc health. so what ever you set "ragdoll health" to will force all npcs to spawn with said health.
same goes for npcs
