Typing this on my phone but:

Main Menu --> Mods --> Activate this mod, and voice selector (putting voice selector on top of this)

Go into Fleet Editor, and at the top of the UI there's an edit button. Normally this just lets you edit the ship name, but with the voice selector mod you can select voice packs. Scroll down to find this voice pack there.

If you don't use the voice selector mod, you just activate this mod and there's a random chance your ship will have this voice.
