It forces Frackin' Universe to load before other mods which, like Frackin' Universe itself, also don't define priorities of their own (whether positive priorities to help them get loaded after other mods, or negative priorities to help them get loaded before other mods). This may be necessary to resolve certain mod issues with Frackin' Universe.

Otherwise, nothing else happens other than that. (Think of it as like a band-aid solution.)
