The Visual Effects add a cinematic 35mm film filter to the game graphics. Today, everything uses digital cameras which do not have a grain, contrast noise effect, as seen in films like "The Terminator" (1984). Kind of the vibe of the era, think about all the films and TV from the 1980s, 1990s. There were even 35mm film cameras mounted in the wing tips of the Mi-24 helicopter, for recording missions

What changes does the optional visual effects exactly make?

Whoa, easy there! Those airliners are dealing with a horrendous rainstorm over the far North of Norway. The last thing they need is surface-to-air missiles coming at them. Just ask them politely to identify themselves first. If they do not respond, then, and only then, consider firing the biggest missile on board the Kirov-class and say, "If they die, they die".
