Quick note:
This is not supposed to be a buff to mage, but a change of mechanics, as Zen the Fen noticed.
By affectin' melee, it also gives melee players an incentive to use their mana.
This mod could get refined and rebalanced, although it would require spendin' quite a lot of time tweakin' the values for inidvidual items and projectiles.

Why does melee get change even though it suppose to buff mages?
