Small and quick update adding bunkers to HQ sectors, road splines and placing HQs a bit closer to the city.

@MedicBucky this is a bug from Relics side that hopefully gets fixed with an upcoming patch.

Map will get a first update next week. HQ bunkers are currenly missing and is a known problem.
