That's so weird. I'll release a new compile with new cubemaps soon and hopefully that should fix your issue. I could however not replicate the problem myself so this is a complete shot in the dark.

Yes, after some testing it was the HDR, specifically on level 2 (Complete HDR), the other levels are just fine.

I think your game is using LDR cubemaps instead of the HDR ones. I'm gonna have to look into this, thank you for mentioning it.
For now you can disable cubemaps with mat_specular 0, don't forget to set it back to 1 when you play on a different map.

You or anyone you know is however permitted to edit the map yourselves, the VMF is in the description.

This style of map is great.
Modern Dark RP servers often just use maps that are just souless variations of RP_Downtown_V2.
I wish more RP servers used maps with this aesthetic.
