even i have test the Specials Limit 12 at dead air rescue also have this problem in single player

i can't really promise you a solution cuz this mod only has scripts effects specials limit
do you maybe have other mods thats effecting AI Director behavior/common limit?
if not then ill do some tests to see the problem
no more common just a lot of special infected spawn no 1st tank coming
hmmm... this mod has nothing to do with tanks it only effects the specials infecteds (Boomer, Hunter, Jockey, Charger, Smoker, Spitter)

I've found a solution, the mod is fixed
seems like yall having the same problem, i didnt face it when tested the mod but ill run more tests and update it.
ill also update my "SI spawn more frequently" mod to make sure they won't conflict
and it only really works once and never again. Like a bunch of SI will spawn once and that's it and they won't spawn for the rest of the campaign.
