Disable all other mods, leaving only the PRL Citizens enabled. Ensure that the PRL Citizens mod is at the top of the modlist in the "Workshop" tab in the Extras menu. Then test again.
PRL Citizens should cause no conflicts with default rebel models.

Are you using any other mods with this one? Is the PRL Citizens mod at the top of the modlist withing the game?
And the mod only replaces citizens and refugees. Not rebels
What kind of issues? Besides the one in the description.

That's what I hoped worked for the other mods I had, put the mod I wanted on top of it so those weren't overwritten (since said mod did affect characters like Alyx, Barney, etc and I already have a mod for that) and I don't know if that's why the errors happened but parts of the other mod would just bug out such as the Decepticons used for the combine would just error like crazy to the point that the replacement for the stalker if you got the background on the main menu was nothing but errors and the console would be flooded like mad.
And even if there were any overwrites, there is a simple solution (that took me a while to figure out tho): The in-game mod manager has a inbuilt mod hierarchy. The mods on the top of the list overwrite those on the bottom. So, in case if there were any ovrewrites, just make sure to move the mod you don't want to be overwritten to the top of the list (there are two arrows on the side of the mod icon).
The ones that I added to the collection are safe to use. I played through the game multiple times with them on. And the "HL2 Winter Edition" only changes the texture of the Citizen's body, the actual model itself is unchanged. Meaning, if you subscribe to them both it will not overwrite anything. None of those two mods seem to change any actual NPC models
