Ah, of course it is.

Yeah, from memory (not at my pc) they used "mul-bind" for the damage multiplier, which just... Doesn't work, as there isn't a bind. From testing with and without the mod, it went from 252 per hit to 126.

Armour is % damage reduction, not a flat amount. If your numbers are right, then this is the same DPS just faster (any attack speed caps not withstanding)

Oh, really? I haven't looked into armour calculations. That being said, it's not a DPS increase. It was previously doing 1x damage at 1x speed (the 0.75x wasn't coded correctly) and now it does 0.5x damage at 2x speed. It just increases DPS of skills that rely on weapon hits.

This wouldnt lower it's damage against high armor targets, thats not how armor works, this is just a 33.33% dps increase for whirlwind
