@Voo Thanks for the explanation, this was exactly what I was looking for, and if you hadn't left this comment I probably would not have realized.

For those who might not know why this mod exists, the reason is pretty straightforward. I’ve never liked how, in the base game, any state can experience emigration. This often cripples smaller states, since they usually don’t have enough population to ever become functioning. So, I asked the mod creator if they could adjust the game so that emigration only happens once a state has at least 500,000 population and thankfully, they made it happen.
