the files goes into the Sream Mods folder, not into the game's folder.
You will have to move them manually to your game's folder.
Normally it uploads when you you suscribe to a workshop item.

Another question is, it seems that there is no option to customize the birthplace of characters to Japan. Anyway, it is a great step for the game!
