For Schluff the Rigid from plate armor- I think it would be better if "refugees" didn't count as an army, at least flavor-wise

Everything added by Keeper Item Mod will indeed produce a unique Kuo-Toa god if offered to them (though that sadly isn't true of any other modded items).

Related issue - agents seem to be able to offer items that other agents have, but doing this causes a crash/error

That's odd, as it checks whether they're dead or disappeared every turn instead of checking for the moment of death, but I'll look into it when I have a free day. Thank you for the report!

I think I have found a bug - sometimes if the hero dies outside of combat, the cult never gets an option to select something different. In particular, I was using the modded agent The Whisperer, and when she consumed the chosen hero, there was no cult-related notification, and now the cult has no actions on it. (I also renamed the hero to keep track of them, but I suspect that isn't the issue)
