If you’re talking about making clothing items available during character creation, you can enable all clothing options in sandbox setting.
The issue isn't technical or my unwillingness to do so, but the logistical headache of retiring Kink it Up Extra. It has a few overlaps with Frockin Splendor and will undoubtedly cause issues if both exist for B41.
