Updates,

- Made more buildings garrison.
- Changed some cap points by base to High.
- Swapped two middle strat points to high fuel points.
- Bridges start at 50% health.

Thanks Siokawsi. Oh yah, I can open some buildings now... its strict rules for competitive, but these comp stomp no rules. :)

I like it much better than the original.
I just wish we could occupy more of the buildings (all of them.) :steamthumbsup:
