I suppose but the Code is Very Particular and could take a long time to figure how to Get the Ai to DO it but not Go full Claim Everything

You could have the ai do this under more difficult parameters so for those of us that like regime changes to change neighbors countries, it would be nice.

Keep in mind cultural conversion doesn't mean genocide, culture is not genetic. You are simply impressing them with the greatness of there culture, so your practices will over take theirs. There is no copium here ;)

Does this, and could this random event also convert religion on top of culture? I think it would fit with the idea this is going for.
