@Nafetz16 Thank you for the fast reply - I was hoping to find a mod like this which works alongside Europa Expanded.

@Ckasaron for vanilla formables as long as the conditions are fulfilled yes. In theory a mod could prevent ai from using the decision but i don't see any reason for that.

One thing I wonder - will a nation automatically form something if it possibly can, or no? In many of my games I have wanted to consolidate subjects in the Balkan region by making Romania and Ruthenia, but actually getting them to form as normal is difficult.
