Changing fire in Garry's Mod works very unstable when it comes to burning_fx.pcf and fire_01.pcf, on some maps it may work and on some it may not, it may not work at all, even changing Load Order in addons can't fix it, a simple solution is to put the addon that changes burning_fx.pcf and fire_01.pcf directly into the addons folder.
