Never encounter him, since most of the contracts/quests of eliminating V.I.P.s are bugged as heck.
Especially when most of the time you can't find the buggers.

@Mr_Hu3, there will be a Euruskan pack. It will take time though since there are a lot of models, not to mention people have me to asked to port other things.
