Legitimacy manager has its changes listed in its description and is meant gives the player more control over legitimacy via build options to do certain actions.

My submod is more of a quality of life change to add onto the standard experience, which allows unclaimed heroes not go to waste, full info in the description of what this exactly changes.

What's the difference between this mod and the legitimacy manager?
