Works on TNO Requiem, so it probably also works on normal TNO. Even the factory bets work (though I wouldn't recommend doing them, because it goes against the factory system the devs implemented, letting you get free mils/civs)

In my mod there is only blackjack and roulette for now. However there is a mod that allows betting on wars, but you can only bet political power i think

yeah you are right. Firstly it costed 25pp and i switched it later to 50pp without changing reward for 1:36 ratio. Thanks for report i will fix that
