I think these should be combined with the gloves for this set as 1 hat as you have 4 possible cosmetics in the set

Or valve could put them in as a Primary, like the wee booties, or the bootlegger, instead of a cosmetic

I'm pretty sure there aren't enough cosmetic slots to wear the full set at once. Perhaps combining some of them?
