Places of health and stamina are good, but quick items icons can hide the bottom space under the scope. Can you return them back?

I love the centered health stamina and rads but is it possible to move your quick items to the bottom left where health used to be?

I wanted to ask, is it possible to use the zone set to add indicators to the interface for energy drink effects and so on? For example, when using energy drink, a lightning icon would be displayed to show that its effect is working.
