It's a salute for Uuugggg who was a very important modder and member of the RimWorld community. Made a lot of cool mods, and thankfully some people like Meme Goddess are preserving them.

Pawns don't consider things in their inventory, or that on packanimals, as in your possession.
So, when you're on a caravan and all your cloth is randomly distributed between packanimals and pawns, and you're trying to build something, like sandbags, then your pawn won't know the location of your cloth.
With this mod they will yoink that shit off of other pawns/packanimals and build.
The alternative is for you to manually select the character carrying the cloth and order him to drop it, before they will take that cloth and build the sandbags.
@McSqiggles Right? I just hope Alex got to try the new DLC before he passed away, I don't think he did though :(
