A full merged mod containing all portraits won't be released until most of them have been properly remade.
This is mainly due to the extremely slow Steam Workshop approval process—if anything goes wrong, fixing and re-uploading takes a lot of time.
Only when each individual portrait has been confirmed to work properly will I consider merging them into one package.

As for the issue where AI couldn't use these portraits—now you can manually create an empire using one of the portraits via “New Game → Create New → Create New Empire → Select”. Once saved, the game will include that empire in the AI-generated pool.
You’ll see the label “Empire Spawning Allowed” on the left side. You can also manually change it to “Empire Spawning Forced” or “Empire Spawning Forbidden”.

I will release my own mod in the future, which will include new empires generated using these portraits. Stay tuned!

so remake of legions species mods correct? would love to see single mod with all of them instead of seperated mods. does AI pick these portraits to as that single issue I had with older mods. player could play them but no ai spawned with them. is that fixed to?

I understand the situation you're referring to. If you only enable this mod without subscribing to the other mods in the list, only the characters from this mod will appear in the game, and the other slots will be left empty. Those characters will only show up if you also subscribe to the other mods in the list.
