They are not on steam workshop, but on official Paradox forums.
The continent is out of our project. It is beyond our ability due to the huge about of works of map modding and historical research.
There are some mods which add entire Asia to CK2 vanilla though. Try Umbra Spherae or Tianxia mods, although they are also works in progress.
I have seen some China mods in the mod sub forum, but I am not sure whether they are still active or not.

Seems like to me if you bought these things at the max price then you're getting gouged, but that's of your own doing, no one was forced to spend a split dime.

Now we are trying to convince people to purchase RoI by improving NMIH. I believe that people would buy the DLC if our mod is good. It is actually great honor for us to hear "I bought RoI because I wanted to play this mod!".^^

Sadly no, these mods are mostly made by myself, and if we won't use RoI, the amount of possible works will increase drastically, since we have to create buddhist features and other Asian materials from nothing.
