I will make sure it does not affect players in noclip.
As for the the addon to change throwing force, that already exists as a basic command in GMOD.
(physgun_wheelspeed (number) )

Make sure to type this in console! Now next time when you throw a prop, make sure to throw it using your mouse wheel!
