hmm, it seems like it works for other peaople but not for you, maybe wait more time, or search for any similar mods, which do similar things or opposite ones. they may not work alright.

don't know if its something on my end, but even after 10 years, the AI still barely builds anything. Russia's economy only expanded by like 10. I have all four of the mods enabled.

Been using it, its a nice challenge!
Personally I play more economic over military, meaning my games tend to start slow but quickly snowball once it catches on. I find that this delays be getting to 1 star by probably a few years (depending on my start civilization ofc).

Personally I like the idea this is going for and it runs well for me!
