@QRL, something like that would be possible. It would require removing the t1 units from the technology_unit_upgrades table and intensive garrison rework.
Imo, it would however make no sense since most t1 units are supposed to upgrade to their higher tier counterpart.
Something easier would be to just remove tier upgrades and play the entire campaign with tier 1 units only.

can you make a mod where even if you researched tier 2 and 3 you can still recruit tier 1 units
