If you set it to start from scratch, advance a couple more seconds and it will appear (3 to 4 seconds)

The file doesn't seem to load into SourceFilmaker\game\tf\particles with the stock particles
Instead, it loads itself in SourceFilmaker\game\workshop\particles\, where you can just copy it into the \tf\particles :)
Is it me or your particle system? I am just unsure about this. But, I don't blame you at all, your particles look excellent on the previews, I am just unable to get it working.
If you could give me any suggestions, then that would be appreciated.
