oh no i did, even turned sv_consistency 0, it's just that i play on official servers only

r_decal_cover_count 20 // Allow for 20 decals covering each other (default 4)
r_decal_overlap_area 0.7 // Alow for decals to overlap each other more (default 0.4)
r_decal_overlap_count 10 // Allow for 10 decals to overlap each other (default 1)
Try experimenting your own values as I'm not 100% sure what they do but it works.
An advantage of this method is that it works with any graphic configuration and you will not have any consistency problems with the servers.
