Well, it's UA is, in some ways weaker then Poland, though Poland is widely regarded as quite an overpowered civilisation. Aside from this, the Muntanya resort provides a hefty tourism bonus, so Andorra definitely has some real strengths.

Well, Poland gives you a free social policy everytime you advance to a new era, whereas this gives you a free policy once you complete a social policy tree, i.e. when you adopt a finisher policy.
Overall, it's technically weaker than Poland, though Poland is a very overpowered civilisation, and Andorra has the culturally powerful "Muntanya resort" building :)
