I can confirm this IS the original mod creator. Heres the link to download this as a mod.

I've seen this on gamebannana.com . It's a pretty old mod. Either the creator decided to see if it could be made into it's own item, or this guy just nabbed the skin for his own credit.

Waaaay too big from the drum, might want to turn it down a little. Also it looks like the vial would create clipping issues.
