Personally, I created a folder called TF_Fixes. Gave that a higher priority than TF and that is where I place any fixes so they load before the original TF files do.
So I have these files placed in a path like Sourcefilmmaker\game\TF_Fixes\Materials\models\workshop\player\items\medic\jul13_madmans_mop\
and TF_Fixes has a higher priority then the TF folder in the gameinfo.txt file.
SourceFilmmaker\game\workshop\materials\models\workshop\player\items\medic\jul13_madmans_mop
and the files will be
jul13_madmans_mop.vmt, jul13_madmans_mop_color.vtf and jul13_madmans_mop_normal.vtf.
The download will offer to replace some files, say YES to ALL.
If your workshop folder has a lower priority than the tf folder the fixed materials will not work because the materials are loading from the original tf path. You either have to give the workshop folder a higher priority or copy the path and files to a folder that does.
