Seems to work fine for me except that when I try to use this mod together with Advanced Setup mod, I can't choose the Civs for AI... but I guess that is just a minor a setback. The AI seems to use the bonuses pretty fine too.
It should only have one, like a normal Palace.

This is a common problem for all mods. Please consult guides for manual installation.

I realize it's a bit specific, but (using some workaround mod) I use your 3/4UC mod in multiplayer with friends and it's hard to choose between the wonderful work you've done on pre-existing civs or the prospect of additional civs. Would this be at all possible at any point?
Oh so that's why! My friend also had this glitch when we were playing but we didn't know why. It was the first time we had problems with a Multiplayer Modpack and the first time we used EUI with 3uc/4uc too.
However, for units that are "stronger than the unit it replaces", you will have to open the SQL file in the SDK and change the number manually.
It was purely for personal use.

I have made some changes to vaniila in the xml file of the base game,but I cannot find out how to do it in this mod.

I removed the Rapid Lancer because it didn't look good, honestly. It's in the Extra Components mod though, so you can switch them out if you want.
Thanks for discovering the issue. For now, I'll just make a note that the Palace Enhancements conflict with the Really Advanced Setup. At least, until I can figure out another solution.
I did some playing around and the end result was that I could consistently fix, break, and fix the issue by taking one action: moving the DivineBlessing folder from the (3UC) - 3rd Unique Component (v 3) folder to my desktop. Without the DivineBlessing folder, everything loaded perfectly. With the DivineBlessing folder, broken every time.
To make sure the DivineBlessing folder was the only variable, I removed my 3rd and 4th Component mods and dl'd clean installs. My Really Advanced Setup is v15 which should be the newest one.
So... Is DivineBlessing.xml new in the latest update for the 3rd Component mod? Could there be a conflict between the code in the DivineBlessing.xml and how RAS is trying to display information?
I also use Really Advanced Setup, which normally shows the icons for the 3rd and 4th components in the players panel (upper left tab, reads as "8 Players" or "22 Players" or however many players you have).
The icons for my chosen civ were showing either 3 or 4 components and other civs would show 2 or 3 (always one less than mine). Prior to the updates, this panel would always show icons for all four components for all civs.
Also, I was usually only to display anything for one civ other than my own. After the one, I could pick a civ name from the dropdown box but the icon would not change and no component icons would appear.
