@Sin It is not. The content pack still contains lots of content that can't be found in any other pack. Comlink models, and such.

@Hevy5125 Materials, and sounds for the upcoming update. I don't believe you can view it in base Garry's Mod, but this will provide the materials required for the gamemode.
