The changes made, other than renaming of what is displayed in-game, are very little different from the changes made to the market between the Vanilla/G-n-K version of the market and the BNW version of the market.
But the main point was there wouldn't be a whole lot of point to "resurrecting" the National Treasury and Theatre, though of course that's entirely up to you. You'd just have to be careful to not be stepping all over the code as Firaxis rather lazily re-purposed it.
There's actually been a Motherland Statue mod available on Steam for well over a year. The author of the General Winter mod (I think that's the new one) simply was unaware of it. This happens quite often. As an example I think there are now 3 different versions of a "you can capture great people with this mod" mods available, and there are so many "windfarm" mods that I've lost count.
I'm finishing up 3 Factories soon, about to choose my Ideology after my only ally in the game, Dido, who chose Autocracy! I havn't hit Modern yet, but will shortly after Ideology chosen, only cause I rushed to Radio for Eiffel(actually having GE standing buy to build, I want sooo bad!)! Still in Indutrial for most my Techs!
So... I have yet to even come close to the end gameplay, and have not experienced what BNW has to offer in the end game, yet! this my 2nd game playing, first failed, I played on a solo hotseat game, and lost interest! too complicated being two diff Civ!
Anyway... not gone that far, I wouldn't know what really say about any of the bonuses!
TBH, I wasn't even sure. For L2 I think I was referring to the World Fair itself, which is a +100% bonus for 20 turns. I don't know where I came up with the L3, I think I did that on my own. For either, this would be the Utopia Project. This would be an end game attempt, to try crushing the others with culture/tourism effects.

They put forth so little, so I crushed em. Should consider a minimum hammers to reach in order to qualify for either L2-3. In the world fair, (I Think) any team that met either lower level, can receive those benefits, so potentially being multiple Civs could get L2-3. Only ONE can achieve L1 though! You can maybe reflect that too!

Might I suggest for the U.Project, it be included in the World Congress, for All Civ's willing, if Voted in like any other proposal voted on, that Civ's in the world Work as much as they want towards the Utpian Project. Just like the other world congress projects (World Fair), The U.Project will pay out 3 tier prizes to the top providers, of course with the heftiest one going to the 1st place, and so on for each level. L1 prize; +10 Tourism bonus for every completed SP tree the winner has completed and a free SP. L2 prize; +100% Culture. L3 prize +10% Culture and +10% Tourism.
