No slug in you but you may as well have.
For now, this mod's a tad too OP for me, but perhaps once I'm sick of having mr. tanky tank showing up and ruining my day I'll come back and just not care. :P
and yeah, to confirm, S.W.A.T don't load AP rounds. as Mandaloin said, that causes liability. They want rounds that will penetrate and stick in a target, to minimize possible civilian casualties. Ex: bad guy is standing infront of hostages, S.W.A.T wants a round that'll neaturalize the threat without risking a innocent life.
All that's moot becuase real criminals just don't wear armor, and even the North Hollywood shooters' armor could be defeated by literally any rifle round.
TL;DR there's no way you can tell the game to make certain shots go to the body and certain shots go to the head. The game assumes all shots are aimed center of mass.
Technically, S.W.A.T is trained to aim center-mass (as are soldiers, at the very least that's how it is where I live. Source: friends dad is a S.W.A.T sergant), so it makes sense that they aren't aiming for the head right away, only the more experienced officers would be able to recognize the target is wearing heavy armor and would adjust their aim accordingly.
