Maybe the latest pach have do something?
Did you click on "Edit" near the RCI bars and turned the mod on?

Offset: a value is simply added to/subtracted from the original demand
Smooth changes ON: when you press the keys to modify the demand, it will smoothly "move" from the current value to the new value
Smooth changes OFF: the demand will "jump" from the current value, to the new value
Going to smoke test this evening!
I'm unclear though on the Hotkey options:
Ctrl+F5: Fixed<>Offset demand
Ctrl+F6: Smooth changes On<>Off
Could you explain the function of those a bit more?

I just updated the mod to add a toggle key(F8).
Unfortunately, this mod will modify all the demands as mentioned in the description, so that's not really going to fix the commercial demand. The devs are preparing an update [forum.paradoxplaza.com] already, then you'll be able to adjust the commercial demand.
I've grown tired of the no commerical demand bug.
Which in case other's do not know, seems tied directly to entertainment radius of
parks and other items that have entertainment , recreation, radius of effect.
You can see this at work by watching commercial demand plunge to zero by
placing parks in city that had none before.
Which is a stupid bug.
My games no longer have parks now. sigh.
So your mod might fix that for now. Thanks.
I did try working with Content Editor to alter mods I find that have nice parks and such but
the tool is annoying to work with. Too much pain editing all the Park etc buildings one finds so I have relented and will use your mod, toggling it off and on via content menu.

Of it just go intro empty building?
Demand. Look at the bottom of your screen, you'll see 3 bars: Green(Residential), Blue(Commercial) and Orange(Industrial/Offices). For example, if the green bar is empty and you make a new residential zone, no houses will appear, because there's no demand for houses.
With this mod, you'll always get buildings in your zones.
