Yes It would be awesome to have this as commercal building so maybe level 1 this. and level 3 could be some parking garage with many floors or so.

Hi, it is in the parks section of the game.

It will not pop up, you need to purchase and place it.

No problem, let me know if any issues arise, this one should work as intended!

I tested it and the car parks can be placed along many different roads, with cars able to park in each spot. Thanks for checking it out!
