Prefab updated to be usable without achievements. Upgrade the roads manually to make it high-tech.

Samlow - that would make sense, that way people can start to place them earlier and start sectioning out their residential, then upgrade them (cheaply at that) later to make them look really nice.

Drew, its because it uses roads with trees. I could make a lowtech grid if you want, will have a different layout for variety though.
