Essentially all citizens move between buildings and onto and off of the map via a series of transfer requests put into the transfer manager. Based on priority and space in the queues, requests can either be completed, just sit there, or not even get added. This mod just cycles through sets of 128 buildings every simulation tick and if any are residential with an empty slot it puts in some new requests with priorities based on how many vacancies, unemployment, and happiness levels of the residents. I think they may have bumped up the max number of buildings from 32k to 49k at some point in the last 6 years, so if there are residential buildings in that range of ids I don't think I will end up checking those. I'm also not sure if they've made any updates to how the transfer manager works, I'll look into it a bit more when I have time and see if there's something going on there.

I haven't played the game for a long time, but it looks like a lot of you still use this mod so I looked into it and made a quick fix in between deploying other things for work.

- Unsubscribe! This mod is broken.
- This seems to be abandoned and the author seems retired. Future updates are unlikely.
- No public source code found, making it hard to continue by another modder.
