It's called "Realistic Population and consumption" and kinda does the same thing (+more) and mentions this mod here as its inspiration.
It's just newer, and works with the latest patches.

I'm working on my thesis so I'm too busy to work on this mod right now.
If you can wait for him then I guess he'll come back to update it. There are two forks of htis mod which do similar things, and are configurable.
It's not the game's fault, game is actually doing a good job. Do you ever see hundreds of high density residential buildings connected to one road? Never. This game is all about traffic simulation, so read and watch some tuts on how to handle high traffic. Also, use Traffic++ with Better AI.
