Sorry, most of my mods were put on the workshop almost a decade ago. If someone had an issue with one of my existing mods, I would attempt to help them but I'm not creating mods for L4D2 anymore.

Moving the mod to Addons folder makes the game load the package itself faster (maybe) + Doesn't need to check for an update for every single mod you have installed like Subscribing to a on the workshop does.

When you click on the subscribe button, it will download the mod automatically and install it in the proper directory. You can enable/disable/deconflict your subscribed mods in the Add-On's menu in game. Once you subscribe, you shouldn't have to download a mod again unless you unsubscribe. If you were to subscribe and move a mod, Steam would re-download it automatically.

Is it possible to download this mod elsewhere? Or would I have to download via subscription then copy the files?

p.s I just don't want to have to download them every time I log in, you know.

The only thing this mod does is change the display color for a given section of screen to a lighter color. Instead of displaying darker yellow pixels, it's displaying lighter yellow pixels. More than likely you have issues from a non-compatible mod or are trying to use multiple mods for the same item.
On the hardware side, either you have an older (like, really older) video card, or you have a newer video card which you have not configured correctly or are having driver issues with. Probably an Nvidia or Saphire product.
As an example, I can play L4D2 on my old laptop which I bought in 2007 and run it multiplayer LAN, wirelessly and as a server and have no lag issues. That laptop was an AAFES Toshiba Sattellite with no special hardware.

Unfortunately, this causes a small drop in frame rate, when I turn it off, the fps gets better... is there a way for you fix this?

Unrealistic my arse. I have an LED light that puts out 150 lumens. I also have an LED light on my Beretta that puts out 190 lumens, which would be brighter that the light I made for the game.

A slightly better reflector than the base crappy Maglite one. Pity the Survivors apparently couldn't get a flawless one, or an orange peel...
