The building does not seem to process garbage, just take it in and hold it, the amount of garbage held never changes like the incinerator numbers do. I even built a new one away from other facilities and after it was full, no trucks came to it anymore. (Another mod with RC's mentioned producing just 1 power so it actually processed the garbage.)
