Not at the end of a road no, but you can add it to the side of a road where you want a junction or what I did was build a dirt track @ 90 degrees, place the item then bulldozer the dirt track to connect to the actual road I wanted to use. Was just playing aorund with the in game props so its not very sophisticated.
