The buildings that the noise circle touched, in this case the elementary school on the left and the "Small Park" on the right, showed up red with the " space already occupied" message. The police station next to the school was outside of the noise circle and no problem. The roads were no problem either. I moved the school and the park away, without touching the roads, placed your building, and then put park and school back.
@BD - I will definitely improve that in the next set, thanks for the suggestion.

@Turjan - The elevated pathway is experimental. To my disapointment, I can't connect them from the outside ingame like the non-elevated one. So I will update the model for the elevated pathway to make another entrance in the future. Secondly, every stat of this building should be identical to the Colossus Center and nothing more except for what I mentioned. Thirdly, removing parks and schools before ploping? Was that just the town space or some weird requirement that should not exist? Thank you
One observation: the building seems to check the noise radius for conflicting plops, not the footprint. I had to remove a park and a school in order to be able to plop it, but could put both buildings back after placement of your tower.
