stumbled here again, wow! historical checkbox makes my 2015 comment obsolete (but i still prefer the ploppables)

This is a good asset. However it will upgrade into level 3 commercial if you're not careful to keep the land value down. I prefer the ploppable parking lots, they never upgrade.
